                                HANSON PLANNING BOARD
                        MINUTES  OF  PUBLIC MEETING OF MAY 12, 2014
                        TOWN HALL, 542 LIBERTY STREET, HANSON, MA.

CALL TO ORDER – 7:00 PM

Members present:        Donald Ellis, Chairman
                        Patricia Glenn, Vice Chair

Absent:         Stephen Regan, Clerk
Also present:           Town Planner Laurie Muncy
                        Administrative Assistant, Virginia Costley

APPOINTMENTS:   Review of A/ANR Plan of Land submitted for John D. Storey and Cindy J. Hewins, and prepared by ANDERSON SURVEYS, INC., 800 High Street, Hanson, Ma.  Property is located at 316 W. Washington St., Map 93 lot 5, Hanson, Ma.  

The Planning Board previously reviewed the Plan and returned to Petitioners to correct Items #8, 9 and 11 on the Approval Not Required Checklist.  Kenneth Anderson, Surveyor, submitted the Plan with revisions dated May 5, 2014.  
Motion made to endorse the Plan with revisions:  Joseph Weeks
Second:  Joseph Gamache
Vote:  3-0-1 abstain

DISCUSSIONS:

Under minutes of April 28, 2014, - DISCUSSIONS – 7:45 pm – change to read: “ motion made to permit Cape Cod berm to match  Cape Cod berm existing in the subdivision around the interior of  the cul-de-sac only and use all vertical granite instead of sloped:”  JOSEPH GAMACHE

Also under the minutes of April 28, 3014 - 8:00 pm discussion regarding Snow Street:  make note that meeting was contentious and interpreted incorrectly.  Going forward, the applicant should file an application for an A/ANR with the Planning Board in addition to filing an Adequacy of Access application as provided in Section XII of the Zoning By-laws.  

Joseph Gamache wanted to add some further info to the Cape Cod berm discussion for Mr. Donald Shute.  There is a correct way of doing it -a monolithic berm would be great but because of the tight radius of paving, it would be very difficult.  He is suggesting that they do the machine berm on a binder and when they top coat it, it locks it in.

ZONING HEARING:

Ahmed Barakat amending his Decision to change the units from one bedroom to two bedrooms without any exterior change at 1479 Main Street, Hanson, Ma.  

Planning Board commented that this was a good idea.  

OTHER BUSINESS:

Town Planner Laurie Muncy informed the Board that late this afternoon she received a complaint regarding a property owned by Officer Jeff Bailey, 54 Thayer Drive, regarding filling of a drainage easement.  The complainant accused Mr. Bailey of bringing in dump trucks full of fill to fill all of the drainage easement in.  Ms. Muncy stated that the easement is a natural depression and is not a man-made detention basin, but is definitely part of the drainage system.  Ms. Muncy will meet with Mr. Bailey to investigate the complaint.  

Keeping up to date on Brookside Estates, Donald Shute, Ms. Muncy said that she has PMP out on site doing a review and a construction estimate, and should get back to her within a week or so.   

Next meeting to be held on July 21, 2014.
